Proclamation, dated 31st Jan. 1901, and signed by the Lieutenant-Governor of Victoria, Sir John Madden, the Premier of Victoria, the President of the Legislative Council, the Speaker of the Legislative Assembly, and the Lord Mayor of Melbourne, announcing that Prince Albert Edward had become King Edward VII.
